Mapping of Assessing Officer for International taxation, no automated + batch
posting of challans from OLTAS to IRLA (AST_IRLA) and IRLD (TDS_IRLA) – regarding-
Sir/Madam,
This Directorate has been requested to provide a facility to map the collection from
TDS u/s 195 pertaining to International taxation i..e. collection received under subhead 195
and minor head TDS (200) to a particular Assessing Officer (AO) decided by the respective
computer centres. In order to provide this facility following screen has been provided to the
TAS Supervisor of the Computer Centre to map the subhead with Assessing Officer (AO).
After the mapping, the OLTAS collection received from banks having sub head 195 and
minor head 200 can be assigned to the AO mapped irrespective of the AO mapped with the
TAN quoted on challan.
2. In
order to provide these functionalities, OLTAS module has been modified. It is
requested that necessary instructions may please be given to the concerned officials to
implement this modification by taking following actions:

Take
two sets of full backup;
-
down
load and execute the following patch (no user should be logged in at that
time) from 128.91.16.155 (directory /home/oth/exe/oltas_inst_8 userid/password :
oth/tin#oth) OLTS1R08_8i.fmx (for Oracle database 8i) or OLTS1R08.fmx (for Oracle
database 7.3.4).

All
the files available in the above directory and executables may be copied in the
file server. Files with the same name should be renamed/backed up.
3. It
has also been observed that data coming from banks on OLTAS, many time
contains data entry errors pertaining to wrong minor head, assessment year etc. In automatic/
batch postings such erroneous entries also get posted from OLTAS to IRLA/IRLD.
Therefore, it has been decided to stop the process of automatic posting and batch posting of
OLTAS data to IRLA/IRLD with immediate effect till the data quality on OLTAS reaches
the desired level. Separate efforts are afoot to improve data quality/integrity in coordination
RBI and Principal CCA CBDT. The facility for case by case claiming of challans from
OLTAS by Assessing Officers based on PAN and/or CIN will remain available. A separate
facility will be provided shortly for validation checks on OLTAS data to screen out and/or
correct conflicts between minor head and Assessment Year due to data entry errors in
OLTAS.
4. It
is requested to give feedback latest by 7th
January 2005 whether the OLTAS
Instruction No. 8 has been implemented or not. This Instruction
has to be implemented by
all computer centres. It may please be ensured that OLTAS
Instruction No. 7 has been
implemented before this Instruction is implemented.

As directed, OLTAS Instruction No. 8 having following facilities has been
developed:
-
Mapping
of Assessing Officer for International taxation,

automated + batch posting of challans from OLTAS to IRLA (AST_IRLA) and
IRLD (TDS_IRLA)

Deletion
of duplicate records of IRLA whose order have not been passed
-
The
deletion has been tested at RCC, Delhi. Out of 14700 duplicate records posted to
IRLA, 1580 records have not been deleted since the order has been passed.

A
dfa to be sent to centres is put up for approval.

order to provide these faciliies, OLTAS module has been enhanced. In
order to
implement the enhancement
it is requested that suitable instructions may please be given to
the
concerned officials to do the following steps
:
